Ukrainian negotiators are scheduled to meet U.S. President Donald Trump’s envoys in Miami, Florida, on October 9–10. The two-day talks will examine proposals for ending the war between Russia and Ukraine, U.S. officials said.
Zelensky announced the meeting on October 8, naming Jared Kushner and Steve Witkoff as the American participants. He said he expected a European team to join the discussions.
European officials invited to join
The United States has invited national security advisers from Britain, France and Germany, U.S. officials told AFP. Representatives of the European Union and NATO were also invited, though their attendance has not been confirmed.
Zelensky named four members of the Ukrainian delegation: his office chief, Kyrylo Budanov, and officials Rustem Umerov, Serhiy Kyslytsia and Davyd Arakhamia. An Albanian news outlet, citing Axios, also listed Oleh Ivashchenko as an expected participant.
U.S. officials said the agenda would include security guarantees for Ukraine and a postwar prosperity plan. They also described broader discussions of new ideas for ending the conflict. A Slovak news outlet separately reported that strengthening Ukraine’s air defenses would be discussed.
Partial ceasefire under discussion
Zelensky said Kyiv was discussing a possible partial ceasefire with Washington. It would halt attacks on energy infrastructure and grain transport, rather than cover all fighting.
According to Axios, Ukraine has expressed readiness to accept such a ceasefire, while Russia has shown little interest so far. Zelensky said he was not yet ready to assess which options were realistic. Whether Moscow will accept any ceasefire proposal remains unclear.
The proposals follow Kushner and Witkoff’s visits to Moscow and Kyiv in September. A U.S. source told AFP that American negotiators had begun developing the ideas with Russian and Ukrainian officials during those visits.
Washington seeks a way past the stalemate
U.S.-led mediation efforts had stalled before resuming in recent weeks. Direct negotiations between Russia and Ukraine have not yet restarted.
U.S. Secretary of State Marco Rubio said on October 8 that the war had reached a dangerous stalemate. Kremlin spokesman Dmitry Peskov said Russia agreed with that assessment and that diplomats needed to find a path toward peace.
Axios reported that Kushner and Witkoff may return to Moscow later in October for further talks with Russian President Vladimir Putin. That possible visit would follow the Miami discussions.
